Merrill L. Kramer

Merrill L. Kramer, of counsel, is an energy and project finance attorney and head of the firm's sustainable energy practice. Resident in our Washington, D.C. office, Merrill represents some of the most active and innovative players in the energy industry in project development, project finance, energy regulation, litigation and enforcement matters. Mr. Kramer has been ranked as one of the top energy lawyers in the United States by Chambers USA, by Washington, D.C.’s Super Lawyers as one of the top Projects lawyers in Washington, D.C., and by The Legal 500 as a leading derivatives lawyer. He has advised Fortune 200 and other clients on the development of over 70 energy and infrastructure projects representing more than $20 billion in invested capital.

Mr. Kramer previously was Chair of the Derivatives and Structured Products practice at a major New York law firm. He recently served on the Board of Directors of a U.S. residential solar leasing company that he helped to take public, and on the Board of Directors of the largest ethanol company in California.

Mr. Kramer’s career began at the Federal Energy Regulatory Commission where he was a senior trial lawyer in FERC’s Division of Electric Rates and Corporate Regulation and principal attorney on the FERC’s Cogeneration and Small Power Production Task Force charged with writing laws and regulations to encourage renewable energy development. He handles complex litigation and enforcement matters before the FERC, state regulatory agencies and the courts. Among other matters, Mr. Kramer was at the forefront of the Enron litigation during the California Energy Crisis.

Mr. Kramer works closely with industry and political leaders in formulating and implementing laws and regulations to encourage renewable energy development.
