James R. Wrathall

Jim Wrathall is a member of the Energy Group in Sullivan & Worcester’s Washington, D.C. office. Mr. Wrathall represents clients in energy project development and finance transactions; acquisitions, sales and licensing projects; and energy and climate policy matters. His current clients include a major hedge fund financing numerous solar energy and biomass projects in the U.S. and the Caribbean; a project acquisition and development company building out a portfolio of wind projects; the developer of an innovative distributed solar financing platform; and an international organization in connection with project finance for climate mitigation and clean energy projects.

Mr. Wrathall served as Majority Senior Counsel with the U.S. Senate Environment and Public Works (EPW) Committee from 2007 through 2011. At the EPW Committee, Mr. Wrathall was responsible for clean energy, climate change, water resources and clean air legislation and oversight of Executive Branch programs.

Mr. Wrathall previously was a partner with WilmerHale LLP for more than ten years. There he represented clients in energy and technology transactions and licensing projects; served as lead counsel in federal court litigation, administrative matters and investigations; and advised clients on policy and regulatory issues. Mr. Wrathall’s clients at WilmerHale included New England Electric System, National Grid, American Electric Power, PG&E National Energy Group, AES Corp., Textron Inc., Magma Copper Co., Fannie Mae, Hartford Insurance Group, Network Solutions, Inc., Citigroup, HSBC and AOL.

Mr. Wrathall’s practice focuses on the intersection of energy transactions, finance, policy and regulation. He is an editor of EDGE Finance Advisory and a frequent contributor to S&W’s Energy Finance Report, a member of the American Council on Renewable Energy (ACORE) Power Generation and Infrastructure Advisory Committee, and guest lecturer at the American University, Kogod School of Business, M.S. in Sustainability Program.
