Scott Burnside is a government and external affairs consultant to clients of the Telecommunications Practice Group within the Regulated Industries Department in our Washington, D.C. office. A former industry executive with major independent telephone and competitive broadband companies, Mr. Burnside advises clients on local, state and federal legislative and regulatory policy issues; competitive market issues affecting telecommunications, broadband and video service providers; and project management for unique and company-specific projects.

Representative Client Work

  • Guided his company’s participation in a successful industry rewrite of Pennsylvania regulatory law that substantially reduced public utility commission oversight and enabled his company to realize a substantial increase in annual revenues 
  • Restructured the company’s rate of return-based rate structure to a competitively responsive and cost-based plan
  • Managed the filing of a successful suit in federal court against an Internet service provide that was illegally using the company’s network, resulting in significant savings to the company
  • Managed negotiations with power companies that saved the company several millions of dollars in pole attachment fees
  • Created and chaired the company’s political action committee
  • As Senior Vice President for Regulatory and Governmental Affairs for the then-largest competitive facilities-based triple play broadband provider, managed the negotiation of over 100 local cable franchises and open video system agreements; testified in several state and congressional hearings on open networks, competitive franchising, and building access; created a company-wide political action committee; participated on senior management integration team in connection with major acquisition of existing cable provider
  • Co-founded ITTA, a national mid-sized telephone company trade association dedicated to the interests of mid-sized telcos on Capitol Hill and at the FCC
  • Had profit & loss responsibility for initial start-up venture, and achieved $12,000,000 in annual sales revenue and positive EBITDA after first year
