Jeffrey M. Karp is a partner in the Environmental & Natural Resources Department of our Washington, D.C. office. He advises clients on a variety of regulatory compliance issues under federal and state environmental laws, and represents clients in property transactions. Mr. Karp defends clients in government enforcement and cost recovery actions; pursues and defends contribution claims; negotiates remedial and monetary settlements with federal and state regulatory authorities and private parties; works with the U.S. Environmental Protection Agency (EPA), state agencies and consultants on remedy issues; negotiates remedial license agreements and construction contracts; and assists clients in resolving environmental claims arising from transactional agreements. Mr. Karp also represents clients in defending environmental “whistleblower” complaints under federal and state law. Mr. Karp’s practice also focuses on land management-related legal, contract and regulatory issues involving the deployment of telecommunications networks and facilities nationwide. He has substantial experience developing communications infrastructure projects, including negotiating agreements, such as easements, pole and conduit licenses, and rights-of-way, franchise and access agreements. Mr. Karp’s work also includes advising clients concerning the application of environmental and historical preservation requirements to infrastructure projects. Mr. Karp has been in private practice since 1990, after serving as a Senior Attorney at the U.S. Department of Justice, where he supervised environmental enforcement cases in New Jersey and litigated actions under CERCLA, RCRA, the Clean Water Act and the Clean Air Act.
