Douglas S. Stransky was quoted in an article published by Worldwide Tax Daily on May 23, 2013. The article entitled "Uncertainty Persists on Grandfathered Obligations Under FATCA, U.S. Practitioner Says," discusses Mr. Stransky's presentation during Sullivan & Worcester's 6th Annual Worldwide Tax Update. In his presentation, Mr. Stransky noted that withholding agents remain uncertain about what constitutes a "substantial modification" to grandfathered obligations when considering whether some payments are still exempt from withholding under the Foreign Account Tax Compliance Act (FATCA).
