Sullivan & Worcester LLP Bolsters Environmental, Water Resources, and Climate Groups with Addition of Former Senior Counsel to U.S. Senate Environmental and Public Works Committee

Washington, D.C. – September 20, 2011 – Sullivan & Worcester LLP is pleased to announce that James R. Wrathall has joined the firm as Counsel in the Environmental, Water Resources, and Climate-Related Business & Technology Groups.  

Mr. Wrathall was previously Senior Counsel to the U.S. Senate Environment and Public Works (EPW) Committee where, among other accomplishments, he worked on clean energy and climate legislation, including the Clean Energy Jobs and American Power Act of 2010 (S.1733) and the Lieberman-Warner Climate Security Act of 2008 (S.3036). He also was involved in numerous high-profile investigations and oversight matters, including the Deepwater Horizon oil spill.  

At Sullivan & Worcester, he will advise clients interested in legislative and regulatory initiatives relating to energy efficiency and technology, incentives and federal funding, and will counsel companies developing and seeking to commercialize clean energy and water conservation technologies involving licensing and joint venture agreements, technology transfer, and intellectual property matters. Mr. Wrathall also will represent clients in environmental-related litigation, including government enforcement actions and private party disputes, and in internal investigations and compliance matters.

Since joining the U.S. Senate EPW Committee in 2007, in addition to his responsibility for clean energy and climate legislation, Mr. Wrathall was responsible for analysis and integration of clean technology incentives programs and economic assessments relating to legislative proposals, as well as oversight of EPA programs and activities under the Clean Air Act, the Clean Water Act, the National Environmental Policy Act, CERCLA (the Superfund law), and the Safe Drinking Water Act, among other areas. Previous to his U.S. Senate role, Mr. Wrathall was a partner in the Environmental Group at Wilmer, Cutler, Pickering, Hale & Dorr in Washington, D.C. He is a graduate of Georgetown University Law Center and Tulane University.
