Sullivan & Worcester LLP Adds DOR's Former Deputy General Counsel to Tax Team Expanding the Firm’s Bench Strength in State Tax LawPress Release, November 1, 2006Boston, Mass…November 1, 2006 – Sullivan & Worcester LLP announced today that it has added the talents of the former Massachusetts Department of Revenue's Deputy General Counsel to its Boston team further enhancing the firm's capabilities in state tax law. Joseph X. Donovan has joined the firm's Tax Department as Counsel and will utilize his expertise in state tax law to represent Sullivan & Worcester's international and domestic clients in complex and sometimes adversarial proceedings with the IRS and state tax officials. His addition complements the firm's expanding tax practice – one of the largest on the East Coast – and provides S&W's corporate clients with expert counsel on state tax planning matters. Joseph X. Donovan Mr. Donovan served as the former Deputy General Counsel of the Massachusetts Department of Revenue (DOR) from 2003-2006. In this capacity, he was responsible for working with the general counsel to manage the department's legal division - the group responsible for developing public written statements of DOR policy, litigating tax cases in the Massachusetts Appellate Tax Board and drafting comments on proposed tax legislation. He began his legal career in 1979 as an attorney on DOR's Rulings and Regulations Bureau and served as Deputy Chief of its Legal Bureau. From 1984-2002 he was partner-in-charge of a large national accounting firm's Northeast Region State and Local Tax consulting practice. He is the author of the Massachusetts Sales and Use Tax Manual, and co-author with J. Gary Dean of the BNA Multistate Tax Portfolio on Formulary Apportionment Methods. He has been an adjunct faculty member in both the Suffolk University and Northeastern University programs for Masters of Science in Taxation, as well as at the State and Local Taxation Institute of New York University. He holds a B.A. in Philosophy from Cornell University and a J.D., with honors, from the University of Michigan Law School.
