Joseph X. Donovan was quoted in article, Massachusetts House Budget Includes Higher Threshold for Small Claims Tax Appeals, published in Tax Analysts State Tax Today on April 11, 2014. The article discusses a proposal in which the current $5,000 threshold under which tax appeal cases are heard through the small claims process at the Appellate Tax Board would jump to $25,000, and any case below the threshold would automatically be governed by the small claims procedure unless the appellant affirmatively requested that the case be heard under the formal procedure.
